RESEARCH AND POLICY LECTURE

 

"Resilience by design: Using science to reduce the earthquake risk in Los Angeles, California"

 

SPEAKER: Dr. Lucy Jones, US Geological Survey

ABSTRACT  In 2014, the US Geological Survey entered a technical assistance agreement with the City of Los Angeles to apply the results of the 2008 ShakeOut Scenario of a M7.8 earthquake on the southern San Andreas fault to develop a comprehensive plan to increase the seismic resilience of the City. The critical science needed to support policy decisions is to understand the probable consequences to the regional long-term economy caused by decisions to undertake (or not) different levels of mitigation. The arguments against mitigation are the immediate financial costs, so a better understanding of the eventual benefit is required. However, the direct savings rarely justify the mitigation costs, so the arguments in favor of mitigation are driven by the potential for cascading failures and the potential to trigger the type of long term reduction in population and economic activity that has occurred in New Orleans since Hurricane Katrina.

The goal of the seismic resilience plan is to:


  • Protect the lives of residents during earthquakes
  • Improve the capacity of the City to respond to the earthquake  
  • Prepare the City to recover quickly after the earthquake, and
  • Protect the economy of the City and all of southern California


 

SPEAKER PROFILE  Dr. Lucy Jones has been a seismologist with the US Geological Survey and a Visiting Research Associate at the Seismological Laboratory of Caltech since 1983. She currently serves as Science Advisor for Risk Reduction in the Natural Hazards Mission of the US Geological Survey, leading long-term science planning for natural hazards research, and the SAFRR Project: Science Application for Risk Reduction to apply USGS science to reduce risk in communities across the Nation. In 2014, she is leading a partnership between the USGS and the City of Los Angeles to create solutions to four of the most significant seismic vulnerabilities in the City. ! Dr. Jones has authored over 100 papers on research seismology with primary interest in earthquake statistics and integrated disaster scenarios, especially in southern California, including leading the science projects that created the ShakeOut Earthquake Scenario, the Great ShakeOut Drill and the ARkStorm Scenario. Dr. Jones received a Bachelor of Arts degree in Chinese Language and Literature, Magna Cum Laude, from Brown University in 1976 and a Ph.D. in geophysics from the Massachusetts Institute of Technology in 1981.

On March 14th, 2014, the Embassy of Canada, in collaboration with the Japan-Canada Interdisciplinary Research Network on Gender, Diversity and Tohoku Reconstruction (JCIRN), held a “Japan-Canada Policy Dialogue on Democracy, Diversity, and Disasters.” This was the sister event to the “Japan-Canada Policy Dialogue on Risk Governance”, hosted by the Embassy of Japan in Ottawa on February 6, 2014 to conclude JCIRN's first academic conference. Marking the third anniversary of 3.11, and looking forward to the UN Third World Conference on Disaster Risk Reduction in Sendai in 2015, this two-hour session featured presentations and discussion with policy experts, decision-makers and opinion-leaders from Japan, Canada, and the UN. It provided a valuable opportunity to reflect upon the lessons of the past three years and to explore new avenues for women's empowerment.

The triple disaster of the Tohoku earthquake, tsunami and nuclear meltdown has been the cause of tragic destruction, loss and trauma for the affected communities, surrounding areas, and indeed, for the country as a whole. At the same time, this moment in Japan’s history has created unique windows of opportunity for deepened democratization, critical thinking about gender, diversity and social vulnerability, and notably for civil society and women’s active participation in the rebuilding of Tohoku and of Japan.

 

At events in TorontoOttawa and Vancouver, Professor Jackie Steele and Professor Mari Osawa, members of the Japan-Canada Interdisciplinary Network on Gender, Diversity and Reconstruction, will present the preliminary interdisciplinary insights, the gaps in the existing literature on disaster mitigation, as well as the findings from the fieldwork of Network Members. Presentations will be followed by a question period and open discussion with the audience.
